Well Abandonment
A well owner may choose to abandon a well for any number of reasons. This is often done if the cost to repair a well exceeds the perceived value of maintaining it. A well must also be abandoned is found to be non-conforming, cannot produce a safe bacteriological test or is otherwise contaminated, or has been out of use for a period of three (3) years or is out of service for a period of ninety (90) days. Improperly abandoned or unused wells pose a great threat to the safety and quality of groundwater and must be filled when removed from service.
Only licensed well drillers or pump installers can fill and seal wells under Wisconsin Law. A contractor filling or sealing a well must complete a Well Filling and Sealing Report and submit the report to the DNR and Local Municipality
